SUMMARY

To use leadership, supervisory and administrative skills to assist schools in the improvement of best practices in special education compliance to work towards increased student outcomes as defined by State and Federal Guidelines.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Serve as a resource person to program staff, special education staff, principals, and community.
  • Develop and maintain positive working relationships with civic organizations and other agencies involved with BAISD.
  • Promote and provide leadership for continuous improvement activities.
  • Comply with State and Federal statutes and Board Policies and implement same.
  • Promote a positive image of BAISD and special education.
  • Provide professional development to LEAs based on data informed practices.
  • Develop and implement policies and procedures that align with the 8 components of general supervision.
  • Manage and train staff on the electronic IEP system including but not limited to trouble shooting errors and monthly meetings.
  • Ensure compliance with the MARSE and Individuals with Disabilities Education Act (IDEA) of the ISD and the locals, including PSA’s within the ISD by:
  1. Tracking the required activities in the compliance workbook (Catamaran), including monitoring activities, planning for correction, data verification and data validation
  2. Participate in focused and general supervision monitoring activities
  3. Conduct data verification and validation activities in the constituent locals
  4. Review, analyze, and use ISD and/or local data that has been submitted and certified by the local to the state to validate the data and determine compliance and corrections
  5. Access and support personnel use of Michigan School Data special education reports
  6. Support necessary local determinations follow-up TA pending ISD Director’s request
  • Encourage and assist locals to engage in informal dispute resolution.
  • Assist persons who wish to file a state complaint.
  • Collaborate with the OSE Case Manager to:
  1. Conduct complaint investigations
  2. Complete a State Complaint final report
  3. Conduct the Request for Reconsideration (optional)
  4. Monitor the status of state complaints, including those held in abeyance ending the completion of a due process complaint
  5. Assist locals in completion of corrective actions and submission of proof of compliance
  • Inform OSE when a local receives a due process complaint.
  • Assist locals in complying with an Administrative Law Judge decision and order.
  • Organize and run the Parent Advisory Committee (PAC).
  • Analyze and update the intermediate school district plan for implementation of special education (ISD Plan).
  • May at times be responsible for the supervision of ISD employees.
  • Attendance and punctuality.
  • Follow all Board Policies and Guidelines.

SUPERVISORY RESPONSIBILITIES:

Supervise employees in the Special Education Department. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include assisting with interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Master’s degree; a minimum of five years of related experience; ability to handle stress effectively.

CERTIFICATES, LICENSES, REGISTRATIONS

Michigan Department of Education requirements for Supervisor of Special Education Full Approval Certification; Completion of continuing education requirements as stated in the School Code, § 380.1246; Valid Driver’s License required. 

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS and ABILITIES:

Must be able to transport between school buildings, districts and cities.  Ability to apply knowledge of current research and theory in specific field.  Ability to establish and maintain effective working relationships with students, staff and the community.  Ability to communicate clearly and concisely both in oral and written form.  Ability to perform duties with awareness of all district requirements and Board of Education policies.

The noise level in the work environment is usually quiet.  The noise level in this position varies.  When visiting a building the noise level will be loud, in the office, quiet and at meetings, moderate.
