Position Summary:

The Early Intervention Coordinator is responsible for providing direct services and assuring compliance with the federal law and state mandates, coordination of Early On and Michigan mandatory Special Education (MMSE) for infants and toddlers.  The position will provide direct coordination, collaboration and support for COP ESD early childhood staff to assure high quality implementation of the primary coaching model.  The Coordinator also acts in the role of liaison between all facets of early childhood within the COP ESD and its associated agencies and communities in order to establish a high quality, cohesive and coordinated boundary-spanning early childhood educational system. 

Period of Employment:  195 days- (year round schedule) per the current AFT Teacher Agreement

QUALIFICATIONS-

  • Bachelor’s Degree in Early Childhood or related field; Master’s Degree and/or approval in one area of Special Education preferred
  • Five (5) or more years of relevant job experience
  • Extensive knowledge of IDEA (emphasis on Early On) and Michigan Special Education Rules pertaining to early childhood.
  • Extensive knowledge of early childhood programs and related services (i.e. health, dental/oral health, mental health, human services etc.)
  • Exemplary oral and written communication skills required
  • Exceptional organizational skills
  • High moral character and excellent attendance
  • Professional tact, diplomacy, and presentation with administrators, staff, teachers, students, parents and the community
  • Leadership ability and sensitivity to develop positive working relationships with all relevant stakeholders.
  • Demonstrated ability to work independently with management guidance; ability to take the initiative and work well with others as a collaborative team member
  • Demonstrated ability to define problems, collect data, establish facts and make valid decisions based on system level data

ESSENTIAL JOB RESPONSIBILITIES-

  • Assume an active child find role for infants and toddlers in collaboration with other agencies and service providers
  • Provide evaluation and supports in compliance with Individualized Family Service Plans and Michigan Mandatory Special Education
  • Lead, coordinate and recruit membership of the Early Childhood Interagency Coordinating Council
  • Prepare grant proposals and reports related to funding for infant-toddler activities in cooperation with the business office and the Director of Learning Services.
  • Responsible for ensuring accurate and efficient maintenance and submissions of all early childhood data to include student files, MSDS student count, and CIMS reporting
  • Ensure utilization of evidenced based practices in EarlyOn Service delivery system in order to reduce impact of delays and disabilities on long term outcomes for children ages 0-3
  • Regular communication with LEA special education supervisors to ensure effective transitions between Early Childhood and K-12 systems to include monthly written report for each supervisor at area coordinators meetings
  • Represent COPESD on issues related to Early Childhood at local, regional, and state venues
  • As needed for completion of duties, attend meetings outside of normal working hours and travel within ESD and state
  • Implementation of and compliance with State and Federal mandates for early childhood programs and services
  • Responsible to maintain documentation of all screening information and records for the Early On program
  • Develop professional learning opportunities based on local needs, assessments and state/federal data requirements
  • Assist in the coordination and training of ESD personnel and agency partners as it relates to EarlyOn policies and services
  • Participate in collaboration with other COPESD service providers to implement an effective, outcomes based primary coaching model with families
  • Align practices with a Multi-Tiered systems of support model
  • Act as a liaison by communicating and coordinating with ESD staff, other early childhood groups, agencies, and the communities in partnership with COPESD
  • Maintain high degree of confidentiality in program operation and with student/staff information
  • Establish, maintain and foster positive working relationships

EVALUATION-  Performance of this position will be evaluated in accordance with applicable board policies of the C.O.P.E.S.D. regarding Staff Evaluation.  This position reports to the General Education Supervisor.

EMPLOYMENT DATE-  Anticipated start date- August 2017 (Pending board approval and the successful completion of any and all required pre-employment screening and background checks)

SALARY-  A competitive salary will be offered to the selected candidate.    Additionally, a full fringe benefits package will also accompany this position in accordance with the current AFT Teachers Agreement.
